President John Dramani Mahama has ordered the immediate cancellation of all agreements between the Government of Ghana and Strategic Mobilisation Ghana Limited (SML) following the completion of an investigation by the Office of the Special Prosecutor (OSP).
This order was detailed in a letter signed by the Secretary to the President, Dr. Callistus Mahama, which was sent to the Minister of Finance, Dr. Cassiel Ato Forson. The letter directed the Finance Minister to promptly take action to terminate all current contracts involving SML.
The OSP has recently finalised its investigation into the revenue assurance contracts between SML and the Ghana Revenue Authority (GRA), which scrutinised matters related to alleged procurement irregularities, contractual overreach, and concerns regarding value for money.
According to the findings presented by the Special Prosecutor, Mr. Kissi Agyebeng, during a press conference in Accra on Thursday, October 30, the investigation indicated that there was no legitimate necessity for engaging SML for the services it claimed to provide.
He stated that the contracts were obtained through “self-serving official patronage, sponsorship, and promotion based on false and unverified claims.”
In the meantime, Strategic Mobilisation Ghana Limited has refuted any allegations of misconduct, asserting that its operations were lawful, transparent, and advantageous to the state.
In a statement released on Friday, October 31, 2025, SML declared that it had “fully cooperated with all lawful investigations” and urged that public discussions be based on verified facts rather than conjecture.
“We will present all relevant documents before the appropriate authorities. We remain proud of the work done, the controls that governed it, and the measurable value created for Ghana,” said the company’s Lead Counsel.
SML asserted that it is entirely a Ghanaian-owned entity with no political ties and that its agreements with the GRA were designed under a “risk-and-reward” framework to improve national revenue mobilisation through quantifiable outcomes.
The company stated that its services, which include transaction audits, external price verification, and downstream petroleum measurement, were carried out under the supervision of the GRA, with payments being made only after the results were independently verified.
The decision to end the SML contract comes in the wake of the Ghana Revenue Authority’s (GRA) actions in May 2024, when it adhered to directives from former President Akufo-Addo to terminate the Transaction Audit and External Verification Service (AEVS) contract with Strategic Mobilisation Ghana Limited (SML).
The GRA also put on hold the Upstream Petroleum and Minerals Revenue Audit aspects of the agreement, pending a thorough review of the contract specifics.
Furthermore, the Authority revealed intentions to revise the Measurement Audit for the Downstream Petroleum Products contract by changing it to a fixed-fee arrangement.
Also, the GRA indicated that it would perform a comprehensive review of other aspects of the contract, including service delivery expectations, termination clauses, and intellectual property rights.
