To approve protocol placement into Category A senior high schools, only the Education Minister and the Director-General of the Ghana Education Service (GES) were granted access and passwords. The Fourth Estate's investigations revealed that placement into such institutions occurred through a network of intermediaries that included cleaners and security guards, despite the fact that this was done to combat fraud.
